BAB 1PENDAHULUAN1.1. LATAR BELAKANGAnalisis hidrologi merupakan
hal yang sangat penting diperlukan dalam perencanaan suatu PLTM
(Pembangkit Listrik Tenaga Mini Hidro) yang merupakan salah satu
pendukung dalam menilai kehandalan suatu PLTM. Analisis hidrologi
untuk PLTM biasanya berupa analisis ketersediaan air yang ada pada
suatu sungai yang akan disadap sebagai parameter penting dalam
unsur pembangkitan. Adapun lingkup kajian adalah analisis
ketersediaan air dan analisis debit banjir.
1.2. MAKSUD DAN TUJUANMaksud dari penulisan laporan ini ialah
untuk mengkaji kondisi hidrologi DAS Cibuni dalam menunjang
kegiatan Perencanaan PLTM Girimukti I dan Girimukti II.Tujuan dari
studi ini adalah untuk menginformasikan tentang ketersediaan air
dan kondisi debit banjir yang ada pada DAS Cibuni bagi keperluan
Perencanaan PLTM Girimukti 1 dan Girimukti 2.BAB 2KONDISI
HIDROMETEOROLOGISejalan dengan meningginya elevasi, umumnya curah
hujan bertambah, diikuti dengan menurunnya lama penyinaran matahari
dan temperatur udara. Berhubung Stasiun Klimatologi yang berdekatan
dengan daerah lokasi tidak ada, maka data dimabil dari Badan
Meteorologi dan Geofisika Bandung yang berada pada koordinat
0605500 Lintang selatan, 10703600 Bujur Timur dan berada pada
elevasi 791 meter. Ketersediaan data meteorologi yang digunakan
adalah dari tahun 1996 samapi dengan tahun 2005.2.1
TEMPERATURTemperatur udara bulanan rata-rata yang terjadi, umumnya
berkisar antara 22.8 C 23.7 C. Temperatur bulanan minimum terjadi
di bulan Juli sedangkan temperatur bulanan maksimum terjadi di
bulan Mei. Temperatur udara pada musim hujan dan kemarau tidak
menunjukkan variasi yang menonjol. Variasi temperatur udara musiman
menunjukkan kaitan yang erat dengan variasi curah hujan
bulanan.

ANGINKecepatan angin bulanan rata-rata yang terjadi, umumnya
berkisar antara 51.0 km/hr hingga 78.6 km/hr. Kecepatan angin
bulanan terbesar terjadi di bulan Januari dan terendah terjadi di
bulan Mei.

2.3 LAMA PENYINARAN MATAHARI Penyinaran matahari bulanan
rata-rata yang terjadi, umumnya berkisar antara 47.4 % hingga 77.2
%. Penyinaran matahari bulanan terbesar terjadi di bulan Agustus
sedangkan yang terendah terjadi di bulan Januari.

2.4 KELEMBABAN RELATIFKelembaban relatif bulanan rata-rata yang
terjadi, berkisar antara 70.6 % hingga 81.2 %. Kelembaban bulanan
rata-rata yang rendah terjadi pada bulan Agustus sedangkan
tertinggi pada bulan April.

2.5 CURAH HUJANData curah hujan, dari hasil pengumpulan data
diperoleh 5 (lima) stasiun terdekat dengan lokasi studi. Kelima
stasiun curah hujan tersebut adalah Stasiun Rancabali, Stasiun
Rancasuni, Stasiun Cibuni, Stasiun Citambur dan Stasiun
Sinumbra.
Pengaruh monson terlihat dengan adanya pola curah hujan musiman,
dimana musim kemarau yang terjadi pada DAS Cibuni berlangsung pada
bulan Juni sampai dengan Oktober dan musim penghujan pada periode
November hingga Mei. Peta lokasi stasiun curah hujan yang digunakan
dalam analisa hidrologi ditampilkan pada Gambar 5. Tabel 1 Stasiun

2.6 DAEAH ALIRAN SUNGAIPLTM Girimukti I dan II berada pada
Daerah Aliran Sungai Cibuni dengan sungai utama (main river) adalah
Sungai Cibuni. Adapun anak-anak sungai (tributary) yang masuk pada
sungai utama pada masing masing lokasi ditabulasikan pada Tabel 2.

BAB 3ANALISIS KETERSEDIAAN AIR3.1 ANALISIS
EVAPOTRANSPIRASIEvapotranspirasi merupakan faktor penting dalam
memprediksi debit dari data curah hujan dan klimatologi. Alasannya
adalah karena evapotranspirasi ini memberikan nilai yang besar
untuk terjadinya debit dari suatu daerah pengaliran sungai.
Evapotranspirasi diartikan sebagai kehilangan air dari lahan dan
permukaan air dari suatu daerah pengaliran sungai akibat kombinasi
proses evaporasi dan transpirasi.
Evapotranspirasi potensial adalah evapotranspirasi yang mungkin
terjadi pada kondisi air yang tersedia berlebihan. Faktor penting
yang mempengaruhi evapotranspirasi potensial adalah tersedianya air
yang cukup banyak. Jika jumlah air selalu tersedia secara
berlebihan dari yang diperlukan oleh tanaman selama proses
transpirasi, maka jumlah air yang ditranspirasikan akan relatif
lebih besar dibandingkan apabila tersedianya air di bawah
keperluan. Adapun hasil perhitungan evapotranspirasi potensial

3.2 ANALISIS KETERSEIDAAN AIRAnalisis perilaku hidroklimatologi
dilakukan berdasarkan statistik data historis, antara lain
rata-rata, simpangan baku, minimum, maksimum, dan koefisien
variasi. Angka koefisien variasi menyatakan seberapa besar
variabilitas debit. Semakin besar variabilitas debit aliran sungai
berarti sungai tersebut memerlukan perhatian khusus, yaitu misalnya
pembangunan tampungan air (waduk).
Analisis ketersediaan air, atau analisis potensi air dilakukan
dengan menggunakan berbagai alternatif data dasar sebagai
berikut:
a Berdasarkan data runtut-waktu (time-series) dari data yang ada
(historis), bilamana data tersebut tersedia.
b Jika tidak tersedia data debit, atau jika ternyata data debit
yang ada hanya mencakup kurang dari lima tahun, maka perkiraan
potensi sumber daya air dilakukan berdasarkan data curah hujan,
iklim dan kondisi DPS dengan menggunakan model hujan-aliran
(rainfall-runoff model).
Dari kedua cara tersebut diatas, maka akan diperoleh data debit
aliran bulanan yang cukup panjang sehingga dapat dilakukan analisis
dengan tahapan sebagai berikut :
Konversi satuan debit aliran sungai dari satuan
meter-kubik/detik menjadi satuan milimeter/hari, sehingga dapat
diterapkan pada sembarang titik di DPS, misalnya di muara sungai,
batas kabupaten, dan lokasi bendung atau pengambilan air.
Analisis statistik dari data debit tersebut, juga analisis
durasi dan analisis frekuensi sehingga akan diperoleh debit aliran
dengan :
tingkat keandalan Q80%, atau boleh gagal sekali dalam lima
tahun, untuk memasok irigasi; dan
tingkat keandalan Q90%, atau boleh gagal sekali dalam 10 tahun,
untuk memasok air bersih rumah-tangga, perkotaan dan industri.
Analisis Ketersediaan Air
Ketersediaan air dalam pengertian sumberdaya air pada dasarnya
terdiri atas tiga jenis, yaitu air hujan, air permukaan, dan air
tanah. Air hujan pada umumnya hanya berkontribusi untuk mengurangi
kebutuhan air irigasi yaitu dalam bentuk hujan efektif, meskipun
pada beberapa daerah air hujan yang ditampung dengan baik juga
menjadi sumber air yang cukup berarti untuk keperluan rumah
tangga.
Sumber air yang berpotensi besar untuk dimanfaatkan adalah
sumber air permukaan dalam bentuk air di sungai, saluran, danau,
dan tampungan lainnya. Penggunaan air tanah yang kenyataannya
sangat membantu pemenuhan kebutuhan air baku maupun air irigasi
pada daerah yang sulit mendapatkan air permukaan harus dijaga agar
pengambilannya tetap berada di bawah debit aman (safe yield).
Ketersediaan air dapat didefinisikan dalam berbagai cara. Dalam
hal lokasi ketersediaan air dapat berlaku pada suatu titik,
misalnya pada suatu lokasi pos duga air, bendung tempat pengambilan
air irigasi, dan sebagainya dimana satuan yang kerap digunakan
adalah berupa nilai debit aliran dalam meter kubik atau liter
perdetik. Banyaknya air yang tersedia dapat juga dinyatakan berlaku
dalam suatu areal tertentu, misalnya pada suatu wilayah sungai,
daerah pengaliran sungai, daerah irigasi, dan sebagainya, dimana
satuan yang kerap digunakan adalah berupa banyaknya air yang
tersedia pada satu satuan waktu misalnya juta meter kubik per tahun
atau milimeter per hari.
Analisis ketersediaan air menghasilkan perkiraan ketersediaan
air di suatu wilayah sungai atau suatu sistem tata air, secara
spasial maupun dalam waktu. Analisis ini pada dasarnya terdiri atas
langkah-langkah sebagai berikut:
1)analisis data debit aliran;
2)analisis data hujan dan iklim;
3)pengisian data debit yang kosong serta memperpanjang data
debit runtut waktu; dan
4)analisis frekuensi mengenai debit aliran rendah.
Metode yang digunakan pada analisis ketersediaan air adalah
Metode Mock. Adapun rekapitulasi hasil analisis ditabulasikan pada

BAB 4ANALISIS DEBIT BANJIR
Analisis debit banjir menggunakan data debit hasil konversi luas
DAS berdasarkan data pengamatan debit di AWLR Tanggeng. Adapun
hasil analisis debit banjir rencana ditabulasikan pada Tabel 6 dan
Tabel 7. Sedangkan hasil selengkapnyta ditabulasikan pada
Lampiran.
